Question & your explanation do not match - re NIN & proof to work

In the page/image below, question 7.

It is my understanding that the National Insurance Number is, in fact, proof of entitlement to work.  Thus the answer would be a True.  Your answer does not supply an explanation for False as the correct answer. Your explanation seems to support a question more along the lines of - Everyone needs a National Insurance Number to begin work.  Is my understanding incorrect?
